ICE described Baillard as a "criminal illegal alien from Haiti" and listed seven pending charges against him at the time of his arrest.
The agency did not specify where in Massachusetts Baillard was arrested or provide details on the underlying cases. It is unclear when he entered the country or how long he had been living in the United States.
The arrest is part of ERO Boston's ongoing enforcement operations targeting illegal immigrants with serious criminal histories in Massachusetts. ICE's Boston field office has ramped up arrests significantly in 2026, including a sweeping April roundup that netted child rapists, murder fugitives, an MS-13 killer, and a man who suffocated a pregnant woman.
Anyone with information about illegal immigrants with criminal records is encouraged to contact ICE's tip line at 1-866-347-2423.
