Darrin OāNeil, 60, of Lowell, was already in custody for a separate shoplifting incident when police connected him to the City Hall heist that left employees rattled and wallets missing.
Reports indicate that on December 1, during work hours, OāNeil allegedly infiltrated private office suites at City Hall, making off with wallets packed with cash and credit cards from multiple victims. One employee recounted the theft, stating her wallet was snatched from her purse, containing $100 in cash along with various ID cards.
