BOSTON — A shocking crime inside a taxpayer-funded migrant hotel has ended with a prison sentence — and a fresh wave of outrage across Massachusetts.

Cory B. Alvarez, 27, a Haitian migrant who arrived in the state last year, was sentenced to 10–12 years in state prison for the rape of a 15-year-old girl inside the Comfort Inn in Rockland, one of the hotels converted to house migrant families under the state’s shelter program.

Prosecutors said the March 2024 attack happened after the teen asked Alvarez for help with a tablet. He instead forced himself on her. DNA evidence confirmed the assault, leading jurors to convict him after a four-day trial and just hours of deliberation.

The hotel, once an ordinary roadside stop, had become one of dozens of “emergency shelters” filled with families, children, and even National Guardsmen sent in to stabilize operations.

Alvarez entered Massachusetts from Haiti in mid-2023 and was living at the hotel while seeking immigration status. He was arrested by ICE, released on bail, then re-arrested after the verdict.

But the outrage exploded after Governor Maura Healey tried to downplay the incident, telling reporters that “from time to time, things will happen.” The remark — made days after the rape at the Rockland shelter — drew furious backlash from residents who saw it as callous and detached.

Critics called it proof of a broken system that protects the state’s image more than its people. The attack, they said, exposed how the “right-to-shelter” program placed minors in close quarters with adult men — with virtually no oversight.

Alvarez will serve at least a decade behind bars before likely facing deportation, but the political fallout from Healey’s response may last much longer.
